The Shoe Bear appears on a t-shirt (for sale at the Beave and Steve Shop), as a bear who is ecstatic about shoes ("SHOES - they are like HATS for FEET").
The Shoe Bear is one of Steve's friends. He brings Steve a gift (from the size of the box, possibly a toaster) for his birthday in Comic 288.
Fun facts
A "SHOES - They are like HATS for FEET" poster also appeared in Comic 208, but back then it wasn't The Shoe Bear wearing them.
