The Shoe Bear appears on a t-shirt (for sale at the Beaver and Steve shop http://www.beaverandsteve.com/shop.php) as a character who is ecstatic about shoes ("SHOES - they are like HATS for FEET").
The Shoe Bear is one of Steve's friends. He brings Steve a gift (from the size of the box, possibly a toaster) for his birthday in Comic 288.
