Otters evolve from dead ghosts. They are part of the circle of life, or as Beaver puts it, "...part of the miracle of nature". It appeared from Steve's Ghost in Comic 207.
The next evolution step from an otter is an anvil and from there to people, who become ghosts, thus completing the circle.
