Otters evolves from the dead ghost. They are part of the circle of life or as Beaver puts it "...part of the miracle of nature". It appeared from Steve's Ghost in Comic 207.
The next evolution step from an Otter is an Anvil and form there to people who becomes ghost, thus the circle is completed.
